Quick Answer: At Full Scale, a senior AI developer in the Philippines costs $35 an hour fully loaded, which is roughly $6,100 a month. Mid-level is $30, junior is $25, and a team lead or senior architect is $40 or more. "AI developer" here means an engineer who builds products on top of model APIs, not someone who trains models. What a developer takes home is lower, broadly $15 to $30 an hour locally across the developers we place on all stacks. The rest of the rate goes to benefits, equipment, employer costs and Full Scale's margin.
The price is $25, $30, $35 or $40+ an hour, depending on level, for an engineer who builds on top of model APIs. Published rate cards for "AI engineers" mix that job together with model research, so the next two sections pull them apart.
An AI developer hourly rate in the Philippines is $35 for a senior at Full Scale
Full Scale bills AI developers in the Philippines by seniority. The senior rate is the one we quote first and the one to budget with. Each rate is the hourly price of one dedicated engineer, fully loaded, with payroll, benefits, equipment and HR inside it. The monthly and annual columns are my arithmetic at 40 hours a week.
| Level | Full Scale rate | Per month (about 173 hours) | Per year (2,080 hours) |
|---|---|---|---|
| Junior AI developer | $25/hr | about $4,300 | $52,000 |
| Mid-level AI developer | $30/hr | about $5,200 | $62,400 |
| Senior AI developer | $35/hr | about $6,100 | $72,800 |
| Team lead or senior architect | $40+/hr | about $6,900+ | $83,200+ |
The hire AI developers page quotes the same senior price, $35 an hour and up. How quickly we can start someone depends on bench availability for the level you need, and as little as 7 days is possible. The same tiers apply to .NET developers in the Philippines.
"AI developer" here means building on top of model APIs, and the boundary changes the price
The rates above are for application work: engineers who build LLM features, retrieval pipelines, tool-calling agents and the prompt and eval tests around them, inside your product. Lemon.io draws the same line on its own rate page. It defines an AI engineer as someone who plugs off-the-shelf AI and LLM APIs into product features. An ML engineer builds production machine learning systems, including training and custom models. Full Scale staffs the first kind.
| The job | What it covers | At Full Scale |
|---|---|---|
| LLM application engineering | RAG, tool-calling agents, prompt and eval tests, adding AI to an existing product | Yes, the rates in this guide |
| Machine learning engineering and research | Model training, custom models, research work | No. We can help you find someone, but it isn't our expertise |
| Data science, MLOps and data engineering | Classical data science, model deployment pipelines, data platforms | No. Look for a data science firm or an ML specialist contractor |
The Bureau of Labor Statistics files the research side under a different occupation, computer and information research scientists. Their median pay was $140,300 in May 2025, and a master's degree is the typical entry requirement. That's a different hire from the one in this guide, and our post on AI versus machine learning covers who to hire for which.
An AI developer's level depends on how much of the system they can own
At Full Scale, a level comes from how much of the problem a developer can own without hand-holding. Years on a résumé don't set it. A junior owns a well-defined task, such as test cases for a prompt or the glue code around an API call, and has the work reviewed before it ships. A mid-level developer owns a feature, including what happens when the model returns something odd. A senior owns the system: how you'll know the output is right, what it costs per request, and what breaks when the provider changes a model. The team lead or architect above that is where the $40+ rate starts. Our career ladder has the full version. The post on the difference between junior, mid-level and senior developers shows what each level looks like day to day.
AI engineer rate cards run from $13 to $130 an hour because one title covers application and research jobs
Published rates for AI engineers disagree because one title names two jobs: wiring a model into an app, and tuning a vision model. Here is what three public sources said when I read them in November 2026.
| Source | What it says about AI work | What it covers |
|---|---|---|
| VA Masters cost guide | $15 to $20 and up for genuine ML and AI model development, $13 to $18 for Python developers who work with data or ML, and standard full-stack rates for calling the OpenAI or Claude APIs | The Philippines, and it doesn't say whether that's pay or price |
| Second Talent rate card, updated September 2026 | $20 to $35 for a junior, $35 to $60 for a mid-level, $60 to $90 for a senior and $90 to $130 and more for an architect, billed to international clients | Philippine engineers, with no method shown. The level labels (data annotation, ML, NLP, computer vision) lean toward research, not application work |
| Lemon.io AI engineer page, updated July 2026 | $35 to $94 for a senior with a $55 median, and $60 to $95 for RAG and agentic work | Its own marketplace contracts in more than 70 countries, with no Philippines cut |
Asking what an AI engineer costs is like asking what a mechanic costs, when one swaps your brake pads and the other builds Formula 1 engines. Both are mechanics, and the quotes will not agree. VA Masters doesn't say whether its number is pay or price, and Second Talent doesn't show its method, so read all of these as a map of the spread. None of them is a quote. I could not find a published rate for an AI application engineer in the Philippines specifically, which is part of why I'm printing ours.
Lemon.io's senior floor of $35 matches ours, and its median sits well above it. That comparison is loose, because a marketplace lists independent contractors from many countries and Full Scale bills a dedicated, fully loaded employee from the Philippines.
| The number | What it measures | When it's the right one |
|---|---|---|
| Local pay | What the developer earns in the Philippines, broadly $15 to $30 an hour across the engineers we place | Context for what the market pays |
| Freelance or marketplace rate | What an independent engineer charges with no employer behind them, so taxes, benefits, equipment and gaps between jobs are the freelancer's problem | A prototype or a one-off integration |
| Staff augmentation rate | What a firm bills a client for a dedicated engineer, which at Full Scale is $35 an hour for a senior AI developer, fully loaded | An AI team you plan to keep |
At Full Scale, the number we publish is the third one, because it's the one on your invoice.
AI engineer salary in the Philippines is broad, and the bill covers more than pay
The developers we place earn roughly $15 to $30 an hour in the Philippines across roles, and our senior engineers sit toward the top of it. Second Talent's card for research-flavored titles runs higher and shows no method. Its local column for a senior NLP and computer vision engineer shows $45 to $70, though I can't tell you what's behind that figure. The $35 senior rate is higher than local pay because it covers more than salary. Part of the gap is Full Scale's margin, which pays for the people who answer when an engineer's laptop dies.
Most of our engineers are employees, and some choose to work as independent contractors. For the employees, the rest of the gap pays for what an employer owes. The salary guide has the peso detail behind the local pay.
| Part of the rate | What it covers |
|---|---|
| Benefits | Health insurance from day one with dependents covered free, group life insurance and paid time off |
| Equipment | A company laptop and a work-from-home allowance |
| Employer costs | Payroll taxes, HR and the cost of running the company |
| Margin | What's left, which keeps Full Scale in business |
An AI developer at the cheapest rate on the page is often the expensive one. I call that cheapshoring. It means staffing offshore on price alone and paying for it later in rework and in a senior engineer who ends up checking every answer by hand. With AI work the bill arrives quietly, as a feature that demos well and gets worse in production because nobody measured it.
Five senior AI developers cost about $30,300 a month
This table shows what AI developer teams cost at Full Scale's rates, next to the US base salary alone for the same headcount. Every Full Scale figure is my arithmetic.
| Team | Full Scale per month | Full Scale per year, before the escalator | US base salary only, per year |
|---|---|---|---|
| 2 senior developers | about $12,100 | $145,600 | $271,960 |
| 5 senior developers | about $30,300 | $364,000 | $679,900 |
| 8-person mixed team (1 lead at $40, 3 seniors, 2 mid, 2 junior) | about $44,200 | $530,400 | $1,087,840 |
Full Scale's contract includes a built-in rate escalator of 6% a year, applied as two 3% increases and disclosed from day one, so the annual columns are before the escalator.
The US column uses the BLS median pay for software developers, which was $135,980 in May 2025. That's base salary alone, with no benefits, payroll taxes or recruiting added, and it covers all software developers rather than AI specialists, who may earn more. The real US cost is higher. Five seniors come to about $316,000 a year less than five developers at that median, before anyone adds the cost to hire a software developer.

The Philippines prices near India and below Mexico and Brazil
Market ranges for a senior developer on any stack run about $30 to $50 an hour in the Philippines, $30 to $55 in India, $45 to $75 in Mexico and $50 to $80 in Brazil. Full Scale's $35 sits inside the Philippines range. Those are market billing ranges, built from salary data plus the usual agency markup, so they aren't quotes from any one vendor, and they aren't specific to AI work. For a country-by-country comparison that covers more than price, see the best countries guide.
What you give up in the Philippines is overlap, and most of it comes back with a shifted schedule. Most of our engineers shift toward the US business day. That gives most of them three to four shared hours with a US team, and some work full US business hours. That matters for AI work, because prompt changes and eval reviews go faster when you can talk them through live.
Staff augmentation, direct hire, a project shop or a freelancer: each changes what you pay
Who employs the engineer and who handles the paperwork changes your total. Here is how the options compare for AI work.
| Your situation | What fits | What changes the bill |
|---|---|---|
| You want 3 to 15 AI developers who work like your own team | Staff augmentation through a firm like Full Scale | One fully loaded hourly rate, with payroll, benefits, HR and equipment handled for you. At Full Scale that comes with a two-week money-back guarantee, then 30 days' notice and no long-term contract |
| You have a Philippine entity and can run it yourself | Direct hire, covered in the guides to hiring remote workers in the Philippines and the legal requirements | Payroll, benefits, HR, recruiting and replacement are all yours |
| You want someone else to run payroll but not recruiting | An employer of record (EOR), compared with agencies in EOR versus staffing agency | The developer's pay plus the EOR's fee. The EOR takes payroll, statutory benefits and compliance, while recruiting, day-to-day management and replacement stay with you |
| A scoped AI feature or prototype with a fixed spec | A project shop | A price for the deliverable instead of an hourly rate, and scope changes cost extra |
| A one-off proof of concept | A freelancer | The lowest sticker price and no continuity |
Vendors don't all bill the same way. The post on the four staff augmentation pricing models explains what to ask before you compare quotes. The piece on AI staff augmentation explains the three things buyers mean by "AI" before you ask any vendor for a price.
How the numbers in this guide were built
The $25 to $40+ rates are what Full Scale charges. Everything per month or per year is arithmetic on those rates, at 40 hours a week and 2,080 hours a year. The US base salary figures are Bureau of Labor Statistics medians, checked in November 2026. The survey figures are from the 2025 Stack Overflow Developer Survey. I read the VA Masters, Second Talent and Lemon.io numbers on their own pages in November 2026, and I use them only to show how far published rates spread. The country ranges are market billing ranges for a senior developer on any stack.
What Full Scale AI developers work on
Our AI developers build LLM applications on OpenAI, Anthropic and Gemini models, retrieval-augmented generation systems, AI agents with frameworks like LangChain and LangGraph, prompt and evaluation work, and AI features inside existing SaaS products. At Full Scale the rate is set by the level of engineer you staff, so the useful question is which level the project needs. Deciding how you'll grade the model's answers is senior work, because a team that can't define a good answer will ship a confident wrong one. A new feature in an existing product suits a mid-level developer. Test cases, prompt iteration and glue code fit a junior with review. The hire AI developers page and the AI development services page cover the engagement types.
We're building three AI startups inside Full Scale Ventures, and our engineers work with Claude, GitHub Copilot and Cursor every day. Every one of our 350+ engineers goes through the Spartan Training Academy, our internal AI upskilling program. It includes live Claude Masterclass sessions on topics from Claude Code to agentic workflows. The CTO of Lytho, a marketing technology company that has been building AI features into its own platform, told us:
Our Full Scale teammates are the ones pushing AI the hardest. They're showing us what's possible faster than some of our most tenured people.
That's Brandon Grady, the CTO of Lytho, describing the team.
A senior AI developer earns the rate by deciding what a correct answer is
A model will answer a question in an afternoon, and getting it to answer correctly for real customers on a Tuesday is where the job starts. The 2025 Stack Overflow Developer Survey found that 66% of respondents cite AI answers that are "almost right, but not quite" as a frustration. That survey is about developers using AI tools, but a feature built on a model fails the same way, and the customer is the one who finds out when nobody measured the output.
A demo that works once is a magic trick, and you don't want a magic trick running your billing page. A senior at $35 is the person who writes the test that says the feature isn't ready, then says it out loud in standup. Caring whether the thing works for the customer is what my book, Product Driven, is about. The post on whether AI will replace software developers covers how the job is changing.

Frequently asked questions
What is the hourly rate for a senior AI developer in the Philippines?
At Full Scale, a senior AI developer in the Philippines is $35 an hour, fully loaded. That works out to roughly $6,100 a month or $72,800 a year at 40 hours a week. Other sources quote anywhere from about $13 to $130 an hour because they measure different things, such as local pay, freelance rates, agency prices or research roles.
How much does an AI engineer earn in the Philippines?
The developers we place earn roughly $15 to $30 an hour in the Philippines across roles. Full Scale's $35 senior rate is higher because it also covers benefits, equipment, employer costs and the company's margin. Third-party rate cards for research titles run higher, and they don't show how they were built.
What does a team of 10 AI developers cost per month?
Ten senior AI developers at Full Scale cost about $60,700 a month, or $728,000 a year, at the $35 rate for 40 hours a week, before the escalator. Mid-level engineers at $30 an hour lower the total and a team lead at $40 or more raises it. Full Scale's contract includes a 6% annual escalator, applied as two 3% increases, so the cost rises over time.
Does an AI developer cost more than other developers at Full Scale?
The rates in this guide are the same four levels Full Scale publishes for developers, and the senior price on our AI developer page starts at $35 an hour. Open-market rate cards show a premium for some AI work, with Lemon.io quoting RAG and agentic work at $60 to $95 an hour against a $55 senior median. Those are marketplace contract rates for independent engineers, which don't include the employer costs a firm covers.
Can I hire someone to train models or do data science?
Not from Full Scale. We staff engineers who build products on top of model APIs, and we don't do model training, classical data science or research work. If that's what you need, we can help you find someone, but it isn't our expertise, and a data science firm or an ML specialist contractor is the better fit.
Why do some sites list AI developers in the Philippines at $13 to $20 an hour and others at $90 and up?
They're measuring different jobs and different numbers. The low figures come from sources that don't say whether they mean pay or price, and they cover Python or model-development work. The high ones are often rates billed to international clients for research-flavored titles such as NLP, computer vision or architect. A fully loaded staff augmentation rate also includes benefits, equipment and the firm's margin, so none of these are measuring the same thing.
Is staff augmentation or an employer of record cheaper for AI developers?
It depends on how much of the work you want to own. An employer of record handles payroll, statutory benefits and compliance for a fee, and you still handle recruiting, daily management and replacement. Staff augmentation puts all of that into one hourly rate.
