Custom software development cost formula: 3 engineers times 6 months times $35 an hour equals $100,800 of engineering, against published project ranges of $50,000 to $250,000.

The price of a custom software project is equal to one thing: how many developers will be working on your project, for how many months, and what their hourly rate will be. All quotes you will ever get, from a $40,000 internal tool to a seven-figure platform, are the above equation but without the inputs revealed.

This is great news because once you know the inputs, you can question them.

Quick Answer: Cost = Developer-months x Hourly rate with overhead. The general range is $50,000 to $250,000 according to various publications. According to Clutch's verified customer reviews, the average is ~$132,480 over ~13 months. At Full Scale, a senior developer starts at $35/hr fully loaded, 50-70% less than a fully loaded US-based hire. Maintenance cost after launch is typically 15-20% of total build cost annually.

The formula behind every custom software quote

A quote is a guess at three numbers. How many engineers the build will require, how many months the build will take, and what an engineer-hour costs. Here is the math for Full Scale's starting rate. We charge senior engineers from $35 an hour fully loaded, which includes payroll, benefits, HR, and equipment. This table uses 160 hours per engineer per month.

Team shape at Full Scale's $35/hr starting rateEngineer-monthsEngineering cost
2 engineers for 4 months8$44,800
3 engineers for 6 months18$100,800
5 engineers for 12 months60$336,000

Consider this table as math, not as a price quote. Your final rate depends on the seniority and skill specialty of your engineers, and the table only includes engineers. Design, product management, and cloud bills are extra. The point of the table is the shape. Cost scales by both people and months, and months is the one we can't promise. A vendor giving you a flat number has decided the months for you.

Bar chart of engineering cost at Full Scale's $35 per hour starting rate: 2 engineers for 4 months is $44,800, 3 engineers for 6 months is $100,800, and 5 engineers for 12 months is $336,000.

What the market says people pay

Ranges published online tend to be authored by software companies, so they're best treated as a range of possibilities rather than a fixed price list. There are two sources worth being aware of. The Clutch pricing guide derives its figures from reviews of verified customers, while Saritasa is a software company with its own publicly published cost ranges.

SourceWhat it reportsNumber
Clutch pricing guide, updated September 2026Average cost of a reviewed software project$132,480
Clutch pricing guideAverage project lengthAbout 13 months
Clutch pricing guideAverage monthly cost$10,209
SaritasaTypical custom software project$50,000 to $250,000
SaritasaComplex SaaS or enterprise software$250,000 to $1,000,000+
SaritasaYearly maintenance15% to 20% of build cost

$50,000 to $250,000 is a useful guide, like a weather forecast: you'll need a jacket, but nothing more. Clutch's figure is arguably more reliable since it is based on actual invoices, rather than claims made in a marketing brochure. That same Clutch page also shows reviewed projects clustering between $10,000 and $49,999, which would suggest that the average is skewed higher by a handful of more substantial projects. If yours is on the smaller side, don't fixate on $132,480.

Where you hire sets the hourly rate

It costs a lot more to employ an engineer per month if they live in certain parts of the world. Clutch tracks custom software agency rates by country and region. I've sorted them into bands below:

Where the team is basedCustom software agency rate per hour (Clutch, 2026)
India, Philippines, Ukraine, Mexico$25 to $49
United States, Poland, Spain$50 to $99
Canada, Australia$100 to $149

Keep in mind that these rates aren't directly comparable to the full costs of hiring engineers in-house. For example, a US senior engineer on your own payroll runs about $80 to $150 an hour once you add benefits, overhead, equipment, and management. A Full Scale engineer in the Philippines starts at $35 per hour, with all of that already inside the rate.

So that's where we see our 50-70% savings, and it comes down to cost of living, not differences in skill or quality. For more detail on the math, check out our offshore development cost analysis article.

Now here's the bad news. The cheapest rate on the list is also the easiest way to throw away those savings. That's the phenomenon I like to call cheapshoring: hire the lowest-cost vendor, give them a spec sheet, and don't bother with technical oversight. The re-work will quickly wipe out any initial savings.

Three ways to pay for the same software

The contract type decides who bears the cost of delay. This matters more than most people realize, because there is ALWAYS delay.

Your situationHow you payWhat happens when the work takes longer
One finished spec, nothing will changeFixed bidThe vendor eats the overrun, so the price already includes a buffer or the quality slips
Scope is still moving, you want one vendor to run itHourly agencyYou pay for every extra hour and carry the budget risk yourself
A product you will build for yearsDedicated team, priced per engineer per monthYou pay a steady monthly number, and priorities can change without a change order

Fixed price contracts are the ones buyers prefer, and the ones that fail most often in actual product development work. I made that argument in full in why fixed cost software development doesn't work, so I won't rehash it here. In short, you can only have a fixed price OR fixed scope, never both.

Full Scale sells the third option. We assign dedicated engineers to your project, they work as part of your team using your tools, and you pay per engineer per month. There is no long-term commitment, and you can drop anyone with 30 days' notice. If it isn't working out in the first two weeks, you get your money back. The costs that show up after the quote

Building a development team?

See how Full Scale can help you hire senior engineers in days, not months.

That quote is the price of building the software. Now the software has to live for years, and living costs money.

Maintenance. Saritasa quotes 15 to 20 percent of the build cost a year. So if your app cost $100,000 to build, maintenance will run $15,000 to $20,000 a year just to fix bugs and deploy updates without any new features added. At some point, your code will become obsolete and get scrapped. But until then, it has to be maintained.

Overruns. In a 2012 study, McKinsey and the University of Oxford analyzed more than 5,400 IT projects. Large projects, defined as those with an initial budget exceeding $15 million, were over budget by 45 percent on average, delayed by 7 percent, and delivered 56 percent less value than predicted. The McKinsey study looks at large projects, so consider its findings a trend rather than a prediction for your project. The takeaway is that estimates tend to be optimistic.

Everything around the code. Hosting fees, licensing costs, security audits, and the work of a product manager who prioritizes what developers should tackle next, all these are expenses that don't fit neatly into an hourly rate for coding.

When your development budget only accounts for the initial build, you're really just paying a deposit. If your budget has no figures for years two and beyond, it isn't complete.

Maintenance costs 15 to 20 percent of the build cost every year, per Saritasa: $15,000 to $20,000 a year on a $100,000 application.

What moves the number, and what you control

You can't dictate the hourly rate. However, there are a few variables that influence how many engineer-months you end up spending.

  • Requirements. I put it this way on LinkedIn: "You don't need rockstar developers. You need rockstar requirements." If your requirements aren't clear, your team will spend more time rebuilding features that were built wrong in the first place, at the market rate.
  • Team stability. The longer engineers work with you, the more they understand your product and the less they have to ask you. At Full Scale, our engineer retention is 93%+. With a long-term team, you'll save more time by keeping the same developers.
  • Seniority. It's worth paying senior rates for critical path items. But you should not pay senior rates to build features where a mid-level engineer would produce high quality work in less time.
  • Build versus buy. If a packaged product does 80% of what you need, custom software may be the wrong purchase. We wrote about that decision here: build vs buy software guide

Custom software costs the least when you scope it well and keep the same team on the project. For the wider list of levers, see how to reduce software development costs.

How Full Scale prices custom software

Full Scale doesn't charge for custom software by the project. Instead, we staff full-time senior engineers based in the Philippines as a custom team to work exclusively with you. The hourly rate starts at $35 per hour fully loaded. You direct the work. I built custom software companies, then sold them before I started staffing them, including VinSolutions, which I co-founded and sold for around $150 million. Therefore, we charge for the team, not for the project.

To see how the pricing would look for your custom software project, take a look at our page for custom software development services. It shows you how an engagement would begin. For a specific type of build, we have separate blog posts on building the right software: mobile app development cost, MVP development cost, SaaS development cost, and web application development cost.

How we think about building the right thing rather than just the cheap thing is the subject of my book, Product Driven.

Frequently asked questions

How much does custom software development cost?

Most published ranges put a typical custom software project between $50,000 and $250,000, with complex enterprise platforms running higher. Clutch's verified project reviews show an average of about $132,480 over roughly 13 months. Your number depends on how many engineers you need, how many months they work, and what each engineer costs per hour. At Full Scale, a senior engineer starts at $35 an hour fully loaded.

How much does custom software development cost per hour?

Clutch's 2026 pricing data puts custom software development agencies at $25 to $49 an hour in the Philippines, India, Ukraine, and Mexico, $50 to $99 in the United States, and $100 to $149 in Canada and Australia. Full Scale engineers in the Philippines start at $35 an hour fully loaded, and the final rate depends on seniority and skill.

Why do custom software quotes vary so much?

Two vendors can quote the same project at very different prices because each one is guessing a different number of engineer-months and charging a different rate for them. A quote also changes with the contract type. A fixed bid carries a buffer for the vendor's risk, an hourly agency bills whatever the work takes, and a dedicated team is priced per engineer per month.

How much does it cost to maintain custom software?

Published estimates put annual maintenance at roughly 15 to 20 percent of the original build cost. Saritasa, for example, says a $100,000 application costs about $15,000 to $20,000 a year in updates and bug fixes before any new features. Hosting, licenses, and security patches come on top of that, so budget for them separately from the build.

Is offshore custom software development cheaper?

Yes, when the team is run well. Full Scale's fully loaded rate for senior engineers in the Philippines starts at $35 an hour, which runs 50 to 70 percent below a fully loaded US hire. The savings disappear if you pick the cheapest rate and give the team no technical leadership, a mistake we call cheapshoring.

Budget the engineers and the years after launch

Price out the engineers you need, for the months you need them, and then add in the years post-launch. If a vendor can't give you those three numbers, it's not a quote. Schedule a call and let's walk through the formula with your specific scope.
