**White Cloak‘s clearest proof point is UnionBank of the Philippines**, where it built the bank’s digital banking portal, a project with real regulatory and security stakes. Staff augmentation is White Cloak’s main service. It also offers managed delivery and AI consulting separately, so confirm which one you’re actually buying.
Chromedia
Says on its own site that it has over 25 years of experience, though other directories list different years, so treat that figure as unconfirmed. Headquartered in Denver, Colorado, with an engineering office in Cebu City, 70+ employees, and a Clutch rating of 4.9/5 across 14 reviews.
Chromedia‘s named clients include Cambium Networks and the Philippine marketplace Autodeal. It builds everything from MVPs to enterprise applications, with real experience in fintech and healthcare compliance. Get either one wrong and the cost is bigger than a one-star review.
ThinkBIT Solutions
Headquartered in the Philippines, founded 2014, with 50-249 employees and a Clutch rating of 5.0/5 across 12 reviews, the highest score of any company on this list.
That rating holds up against its client list. ThinkBIT Solutions has Globe Telecom as a named client, alongside UNDP, WHO, and World Vision. Getting institutional clients like that isn’t just about your Clutch rating. ThinkBIT is also ISO 27001:2022 and HIPAA/SOC2 compliant, which matters if your work touches personal data.

What “software development company” should actually mean
A software development company develops software. It has developers on payroll and can show you shipped software projects. Not every company on the broader search results for that phrase qualifies. Some are staffing agencies that place any technical role, not just developers. Some are IT services companies with a software line item buried among a dozen other service lines.
None of that makes those companies bad at what they do. It makes them the wrong answer to a search for a software development company specifically.
